§ 9-1. Permit required for construction; permit fee.

No person shall construct, establish or build or cause to be constructed, established or built, a fence, wall or other enclosure without first having obtained a permit from the building inspector. The fees for such a permit shall be one dollar ($1.00) per one hundred dollars ($100.00) or fraction thereof of the estimated cost.
